Tell Google About the Spam
Google has opened up a page for users to report spam results. They promise to "thoroughly investigate every report of deceptive practices and take appropriate action when (they) uncover genuine abuse." Nice. But what are the standards here gang? I mean one man's spam is another man's dinner. (via the ever essential digg)

Surely this page has been here for æons—I have had it bookmarked since early 2005, replacing an earlier link that had been around for longer still. However, Steve, I take your point: the standards are not outlined.
¶ I personally have used this page to report instances where there has been SE cloaking, and viruses or spyware coming down the line from the site, and I had always assumed it would be for clear-cut cases such as those.

Google does have guidelines for webmaster outlining quality VS. bad practices. You can find it at http://www.google.com/support/webmasters/bin/answer.py?answer=35772
Websites that break those guidelines blatantly are usually those considered as spamming.

With Google starting to pay out lawsuit settlements on click fraud, I think you're going to see them going after spammers, splogs, etc. much harder. It's easy to ignore things like that until they start affecting Google's personal bottom line.
