Indian Gov't Opens Door to Bloggers

India is in the process of framing rules for granting accreditation to bloggers for the first time, Jeremy Wagstaff notes. So why is it taking so long for our government to do the same? I haven't heard much about bloggers from the White House since Garrett Graff was granted access.
